The President approved a list of instructions following a meeting on the implementation of certain provisions of the Presidential Address to the Federal Assembly of April 21, 2021.
Instructions for the Government of the Russian Federation concern the reimbursement from the federal budget of 50 percent of the cost of vouchers to children’s rest and recreation camps which citizens have bought for the summer of 2021.
The Government, together with the Bank of Russia and regional executive authorities, is to provide methods and technical support to children’s rest and recreation organisations in order to ensure the broadest possible coverage of the children’s camps on the list of the tourism expenses cashback programme.
The Government, together with the Interior Ministry, the Emergencies Ministry, the Defence Ministry, the Justice Ministry, the Foreign Intelligence Service, the Federal Security Service, the National Guard, the Federal Guard Service, the Federal Archive Agency and regional executive authorities, is to coordinate the postponement of the national population census until October 2021 and to inform the public of its decision.
The Government, together with the executive authorities of the Krasnodar Territory, is to ensure the modernisation (construction) of water purification facilities to minimise the negative consequences of the discharge of wastewater into the Black and Azov seas.
The State Duma, together with the Government, is to ensure the adoption of draft federal laws designed to simplify the procedure for connecting capital construction facilities to the engineering and technical infrastructure, approve an exhaustive list of authorisation documents for urban design and construction projects, and improve the procedure for airport environs zoning.
