The Government of the Russian Federation together with the executive bodies of the Russian regions and the Bank of Russia have been instructed to focus on addressing the following key tasks in 2023 when implementing measures to achieve the national development goals by 2030: expanding foreign economic cooperation with promising partners from friendly states and developing the infrastructure necessary for such cooperation, including transport and payment infrastructure; strengthening technological sovereignty and ensuring the financial sovereignty of Russia; advancing the development of transport, utilities and social infrastructure; improving the welfare of citizens; saving the number of population, protecting motherhood and childhood, and supporting families with children.

The instructions also concern achieving certain goals and targets in 2023, including faster growth of foreign trade with the CIS member states and other friendly states, including with the countries of Asia, Africa and Latin America, considering settlements and payments in national currencies; boosting manufacturing output and its share in GDP; increasing equity investment; accelerating implementation of the Construction comprehensive state programme, the Safe High-Quality Roads and Housing and Urban Environment national projects; raising real wages; reducing poverty and income inequality; improving life expectancy; and increasing the birth rate.

The instructions to the Government concern, in particular, various aspects of preferential mortgage programmes, the approval of a preferential mortgage programme for the Donetsk People’s Republic, the Lugansk People’s Republic, the Zaporozhye Region and the Kherson Region; loans from the federal budget to the budgets of the Russian regions for the implementation of infrastructure projects with high socioeconomic impact; legislative amendments to stimulate and encourage long-term savings of individuals, such as the provision of appropriate tax benefits; raising the minimum wage and increasing the average monthly wage in 2023. The instructions also relate to the co-financing of projects that provide for the renewal of the civil aircraft fleet at the expense of the National Welfare Fund, considering the need to supply at least 700 such domestically produced aircraft (including helicopters) by 2030, and the construction of civil watercraft, taking into account the need to deliver at least 260 such domestically produced vessels by 2027.

The Government has been instructed to adopt decisions on a number of matters, in particular industrial mortgages; upgrading public passenger transport in the Russian regions; additional measures aimed at increasing the birth rate and supporting families with children; creating model libraries in the Russian regions; measures to combat hepatitis C; and ensuring the full financing of the Circle of Kindness Foundation to support children with severe life-threatening and chronic diseases, including rare (orphan) diseases, and expanding the activities of this Foundation.

A number of instructions given to the Russian Government together with regional executive authorities concern the upgrade of healthcare, the overhaul of kindergartens and schools, the purchase of the necessary educational equipment for them, and the introduction of advanced technologies and teaching methods.

The Russian Government, together with the executive authorities of the Donetsk People's Republic, the Lugansk People's Republic, the Zaporozhye Region and the Kherson Region, have been instructed to approve socioeconomic development programmes that will ensure these regions reach the average Russian indicators of living standards and the national level of socioeconomic development by no later than 2030.

The Government of the Russian Federation, together with the Bank of Russia and the VEB.RF state development corporation, have been instructed to ensure the preparation and implementation of a set of additional measures aimed at supporting the attraction of investments in projects for the production of priority industrial products in the amount of at least two trillion rubles in 2023 and at least 10 trillion rubles by 2030.

A number of instructions to the Ministry of Healthcare concern, in particular, creating individual digital health profiles, introducing artificial intelligence and telemedicine technologies in the activities of medical organisations, and boosting the motivation of primary care medical workers to improve the quality and accessibility of medical care by setting the relevant assessment criteria that reflect the dynamics of the health of the population registered with a medical organisation and satisfaction of people with the work of hospitals and polyclinics.
