Instructions following a meeting with staff and beneficiaries of the Defenders of the Fatherland Foundation

Vladimir Putin approved a list of instructions following a meeting with the staff and beneficiaries of the Defenders of the Fatherland State Foundation for the Support of Participants in the Special Military Operation, held on March 6, 2025.

The Presidential Executive Office, jointly with the Defenders of the Fatherland Foundation, has been instructed to introduce amendments to the Presidential Executive Order No. 232 of April 3, 2023, On the Creation of the Defenders of the Fatherland State Foundation for the Support of Participants in the Special Military Operation, extending the Foundation’s activities to the families of participants in the special military operation who are missing in action.

The instructions to the Government of the Russian Federation concern supporting veterans of combat operations who took part in the special military operation, to enable them to engage in business; introducing amendments to laws to exempt persons who have served in military operations for at least six months as members of the armed forces, people’s militia or other military units and bodies of the Donetsk and Lugansk people’s republics, starting from May 11, 2014, from induction into military service. Further instructions call for recognising all categories of persons who took part in combat operations during the special military operation as veterans of combat operations.

The instructions to the Government of the Russian Federation, jointly with the Defenders of the Fatherland Foundation, concern extending certain social support measures intended for the children of deceased participants in the special military operation to their blood siblings under the age of 18, as well as to non-adopted children raised in the family of a deceased participant in the special military operation. Furthermore, the instructions include recommendations for introducing, if necessary, amendments to the laws regarding the purchase of specialised clothing for disabled veterans of combat operations and providing SMO participants with technical rehabilitation aids that are not included in the federal list of relevant aids; as well as the mechanism for payments to the children of SMO participants in connection with their parent’s death.

The Government, jointly with the Paralympic Committee of Russia and the Defenders of the Fatherland Foundation, has been instructed to consider creating new formats for competitions in sledge hockey, wheelchair boxing and other sports included in the programmes of the Paralympic Games.

It has been recommended to the Government of Moscow to support the Dad, I’m Waiting for You at Home All-Russia Patriotic Festival.
