Amendments to laws on the national flag and national anthem

December 23, 2013

Vladimir Putin signed Federal Constitutional Law On Amendments to Articles 4 and 6 of the Federal Constitutional Law On the National Flag of the Russian Federation and Article 3 of the Federal Constitutional Law On the National Anthem of the Russian Federation.

In accordance with the Federal Constitutional Law, the national flag must permanently fly on the buildings of educational organisations, regardless of ownership, or be permanently installed on their grounds. The national flag shall be raised during public events (including sporting events) hosted by these organisations.

The national anthem will be performed in general and vocational educational institutions, regardless of ownership, before classes begin on the first day of the new school year, and during events celebrating national and local holidays.

Performing the national anthem is obligatory at the unveiling of monuments and memorials, and also at the opening and closing of ceremonies marking national and municipal holidays.
