Supreme State Council of the Union State of Russia and Belarus

is the highest authority of the Union State consisting of the heads of state, prime ministers, and parliamentary speakers of the member-states.

The Supreme State Council’s key tasks include decisions on most important issues of the Union State’s development; forming various bodies of the Union State within its competence; calling elections for the House of Representatives of the Union State Parliament; approving the Union State budget passed by its Parliament, and annual performance reports; and approving international treaties of the Union State ratified by its Parliament.
