- Born in Ufa on June 23, 1968.
- In 1990, graduated from K. A. Timiryazev Agricultural Academy in Moscow, from Moscow State Mining University in 2001, and from the Presidential Russian Civil Service Academy in 2003. Mr Kobyakov holds a Candidate of Science degree in biology, a doctorate in economics, and is a professor.
