Dmitry Kozak and Alexander Khloponin presented a report to Dmitry Medvedev on decentralisation of power.
On July 27, the President signed the order On Suggestions for Redistribution of Power Between Federal Executive Bodies, Executive Bodies In the Federal Constituent Entities, and Local Governments.
In accordance with the document, two working groups were created: a group on the legal issues of power decentralisation, and a group on financial and tax issues, as well as inter-budgetary relations. Dmitry Kozak will head the first working group, while Deputy Prime Minister and Presidential Plenipotentiary Envoy to the North Caucasus Federal District Alexander Khloponin was assigned to head the second group.
