The message reads, in part:

“For many years, Stavropol reliably protected the country’s southern boundaries. It was a Cossack stronghold and still cherishes traditions that date back centuries. The city was also a major trade, industrial and cultural centre of southern Russia.

Today the city is facing serious and timely objectives. Its main challenge it to improve its investment appeal, create modern jobs, step up housing construction, improve social and transport infrastructure, and enhance its people’s well-being. I strongly believe that delivering on these objectives will serve as a powerful development driver for Stavropol, enabling it to build on the momentum in the region.”
