Vladimir Putin started the meeting by saying that industrial output has been increasing in the region, while investment has also been demonstrating positive momentum.

Alexander Khinshtein weighed in to confirm these trends despite the challenging environment and also considering that some indicators decreased. Still, there have also been some clear positive trends. The region’s investment appeal has been improving with investment almost reaching 55 billion rubles. It signed 27 agreements worth over 87 billion rubles at this year’s St Petersburg Economic Forum. The Governor mentioned the project by Sodruzhestvo to launch in late 2025 a phase three production facility at its complex which processes oil-bearing plants with the view to have an annual output of three million tonnes of oil. This makes this facility without any exaggeration the world’s biggest producer of this kind. It was also in late 2025 that AgroTerra launched the country’s most advanced seed production plant with the capability of covering the demand in the region for soy, corn and wheat.

At the same time, the Governor reiterated that the situation remained quite challenging, and the region needed support from the President and the federal Government.

Alexander Khinshtein noted that the Kursk Region is an agricultural region, and has been able to demonstrate solid performance in this sector despite the fact that some of the most fertile plots cannot be used for agricultural production so far. Last year, the region produced 4.2 million tonnes of grain, and 4.3 million tonnes of sugar beets. The region consistently ranks second in Russia in terms of pork production, and is the country’s tenth biggest agricultural exporter.

The Governor reminded the President that he had already submitted a request for supporting agricultural producers along the border who have incurred damage. This effort is nearing completion, just as instructed by the President. Last year, allocations for developing the sector were equal to 6.7 billion rubles, including 2.5 billion in targeted support for the victims.

In his remarks, Alexander Khinshtein pointed out that this robust performance primarily resulted from the selfless and heroic way agricultural producers did their hard work. It is not uncommon for people to put their lives in harm’s way when working in the fields for the sake of ensuring national food security. There is not a single sector within the regional economy where people did not demonstrate that they were up to the task, the Governor said.

He went on to say that his key mission consisted of ensuring that the economy keeps working in an uninterrupted manner, no matter what. In his view, creating a free economic zone could be a major asset. The region has almost completed the initiative to include the Kursk Region’s entire territory into a single special economic zone. There is already a list of potential investors and seven major projects with total investment exceeding 245 billion rubles. The region offers substantial advantages, including, and most importantly, in terms of energy supply. The Kursk NPP’s first block started feeding power into the country’s Single Energy Grid. Today, the region benefits from a solid reserve of reliable and affordable energy.

Efforts to carry out the first stage in the programme to rebuild border territories as adopted by the federal Government at the President’s immediate instructions are underway. So far, it cannot be carried out in full because some territories are not safe. However, in the territories where the situation has been relatively safe the first 14 social facilities are nearing completion.

The meeting’s agenda also included the programme to support small and medium-sized businesses, as well as people willing to return to their homes and land affected by the actions of the Ukrainian Armed Forces. There are a total of 65 federal and regional support measures for people in the Kursk Region who suffered damage in the border territories. These initiatives were worth 248 billion rubles during the reporting period, including allocations from budgets of all levels.
