Mikhail Kotyukov noted that the Krasnoyarsk Territory has one of Russia’s largest regional economies. Over the past five years, its gross regional product has grown by nearly 50 percent, with an additional one trillion rubles projected over the next three years. The region’s industrial base remains largely export-oriented, with more than half of its industrial output generated by metal ore mining, primary metals production, and recycling. However, an encouraging trend is emerging: in the first six months of 2026, industrial production indices in such sectors as electronic and optical equipment, manufacture of motor vehicles and electrical equipment all exceeded 100 percent.

The Krasnoyarsk Territory also ranks first in Siberia in grain production, with overall agricultural output adding about 7 percent in 2025. Krasnoyarsk has the highest average wages in Siberia, which rose by more than 50 percent between 2021 and 2025, followed by a further real increase of 7.7 percent during the first five months of this year.

Turning to investment projects, Mikhail Kotyukov highlighted the continued expansion of the region’s flagship enterprises. Rosneft is implementing its major Vostok Oil project; Russian Platinum is bringing another deposit into production; RUSAL is modernising its aluminium smelter; a comprehensive heat supply modernisation programme is improving air quality in Krasnoyarsk; and gold mining operations continue to expand in the Angara region. In terms of total investment, the Krasnoyarsk Territory ranks seventh among Russia’s regions.

The Governor also spoke about the region’s scientific and technological development programme, which identifies several strategic priorities for the region, including satellite manufacturing, energy storage technologies, metallurgy and catalytic chemistry, and the bioeconomy, building on the region's abundant biological resources. The territory is also home to Reshetnev, Roscosmos’s leading enterprise.

A significant expansion of the production programme requires a larger staff. The region is creating school classes focused on space science and youth laboratories at universities. As one of the regions at the forefront of technological advancement, the Krasnoyarsk Territory has been granted the right to participate in developing state research assignments for academic institutes and universities. The youth laboratory, established in 2019, is currently a key partner in developing the payload for Russian satellites for Roscosmos and other Russian enterprises. This team has been entrusted with creating a world-class science centre in the Krasnoyarsk Territory focusing on these aspects of science. The region has submitted an application for building a space technology and space research campus. The application has already passed the first selection in the federal tender.

Another important part of the report concerned research programmes and cooperation with the Russian Science Foundation. Cooperation with local enterprises will promote technological development, higher productivity and increased effectiveness. Since the Territory is largely focused on the engineering sectors of the economy, higher engineering education and advanced physics, mathematics, chemistry and biology classes in secondary schools are given priority. The number of these classes is expected to practically double by 2030. The Professionalitet federal project, covering vocational schools and colleges, has yielded positive results with respect to practical tasks. As of 2026, 130 enterprises in the Territory are involved in this work. There are 24 clusters and 93 educational programmes benefitting almost 13,000 students of vocational schools.

The Governor also noted that the budget is executed consistently. In 2024, the Territory fully repaid its commercial debt. The key tasks under national projects have been fulfilled. The first leg of the Krasnoyarsk metro is under construction. The local airport is developing thanks to its partnership with Aeroflot and currently serves 84 destinations. Aeroflot is developing direct international flights to and from Krasnoyarsk, thus boosting local tourism.

The Governor also spoke about the implementation of the President's instruction to create a park-museum of Northern Exploration in Krasnoyarsk. An island on the Yenisei River is currently undergoing development, and the museum’s collection and operating procedures for the complex will be determined in collaboration with the Ministry of Culture.

Mikhail Kotyukov identified preparations for the 400^th anniversary of Krasnoyarsk, which was founded in 1628, as a key project for the territory. The Victory Memorial Museum has been renovated, and transport infrastructure is being expanded. As part of the efforts to improve air quality, passenger transport is being upgraded, with the goal of significantly replacing the existing fleet. Work on local architectural heritage is a particular focus: the regional authorities are engaging with federal ministries and the owners of federal buildings, monuments and sites to ensure that the historical appearance of Krasnoyarsk is presented to residents and visitors by 2027.

Special attention during the meeting was given to supporting participants in the special military operation and their families. According to the Governor, this work is currently one of the most crucial tasks for the regional government, local authorities and community activists. A regional programme, Defenders of the Fatherland, has been created, encompassing all areas: social support measures, social institutions, medical care, rehabilitation, employment assistance, support for entrepreneurial initiatives, cultural and sporting events, patriotic education for children and youth, and support for volunteering. Regional initiatives are being added to federal ones; there are now more than 40 in total. Each family of those who have signed a contract with the Ministry of Defence is assigned a social coordinator, who works closely with the Defenders of the Fatherland Foundation to address everyday needs and other issues.

The Governor thanked the state corporation Rosatom, together with which they created a social and wellness centre with 230 places. The centre has been operating since 2025 and has already served over 2,500 veterans and their family members. A regional centre for adaptive sports is also operating, currently focusing on work with veterans. In accordance with the President’s instruction following a meeting of the Sports Council, construction of a regional centre for sports training in adaptive sports specifically for veterans of the special military operation has already begun in Krasnoyarsk. This year, in collaboration with the Federal Medical-Biological Agency and the Rostec State Corporation, work will be completed on a centre providing prosthetic and orthopaedic assistance for veterans’ rehabilitation.

The region’s Siberian Character programme covers 59 special military operation veterans, 23 of whom have been appointed to positions at the municipal and territorial level. Several candidates are being considered for heads of the Territory’s executive bodies.

Mikhail Kotyukov also reported on the Military Training Centre of Siberian Federal University, an important facility for the Krasnoyarsk Territory. It started out as a military training department that has grown into a military engineering institute. The teaching staff of one hundred includes 29 combat veterans and 20 special military operation participants. Many are holders of state military decorations. Although they study civilian specialties, all the students receive military training and sign contracts with the Defence Ministry. Upon graduation, they are conferred military ranks in addition to diplomas and depart for military units. This year, 95 career officers have completed training. The two key areas of training are artillery and anti-aircraft defence. Importantly, this military training centre has a solid research base. The faculty is involved in design projects for space and defence enterprises in the Krasnoyarsk Territory.

The Governor further reported that the Krasnoyarsk Territory had joined the work to support the regions reunited with Russia. The Territory’s sponsored region is the Sverdlovsky Municipality in the Lugansk People’s Republic. The district has received maximum attention since 2022, with over 247 facilities currently in the works. The Governor also reported on local medical teams that volunteered to work in the Lugansk People’s Republic and offer practical help in restoring civilian medicine in Lugansk. The republic’s officials now submit annual requests for another team.

Mikhail Kotyukov also praised the contribution of volunteers. There is a humanitarian aid centre that accepts donations on a continuous basis. One hundred and thirty trucks with over 2,000 tonnes of humanitarian cargo have been sent to the zone of the special military operation.
