The Russian Federation and the United Arab Emirates, hereinafter referred to as the Parties,

Drawing on the traditionally friendly relations between both countries;

Building on the rich and fruitful experience of bilateral cooperation;

Convinced that continued and multifaceted development of bilateral relations serves the interests of both countries;

Motivated by a desire to contribute to the strengthening of international peace and security as well as to the establishment of a more just polycentric model of international relations based on the principles of the rule of law, equality of all members of the international community, respect for cultural and civilizational diversity of the modern world;

Reaffirming their commitment to the purposes and principles of the United Nations Charter;

Acknowledging the importance of adhering to the universally recognized principles and norms of international law;

Acting in accordance with the applicable law in both countries;

Declare the establishment of mutual relations of strategic partnership in the following areas:

I. DIALOGUE ON POLICY AND SECURITY ISSUES

1. The Parties express their determination to strengthen and deepen the political dialogue on key bilateral, regional and international issues, including in the framework of Russia – Cooperation Council for the Arab States of the Gulf (GCC) Strategic Dialogue, Arab-Russian Cooperation Forum and other multilateral platforms. To that end, they will promote:

 – exchange of visits by the Heads of State and Government, parliamentarians and the heads of ministries and agencies;

 – regular consultations between the Foreign Ministries of both countries in order to coordinate positions on the issues of mutual interest;

– extensive contacts and ties between the regions of the Russian Federation and the United Arab Emirates;

– cooperation within the United Nations, its specialized agencies and other international organizations to support the efforts of the international community aimed at resolving international and regional problems and conflicts solely through political means based on inclusive national dialogue and in strict compliance with international law and the UN Charter;

– building the capacities and strengthening the role of the United Nations and its Security Council in the maintenance of international peace and security as well as enhancing its capabilities for preventing and settling international crises and conflicts.

2. The Parties will coordinate their efforts in fighting terrorism and extremism and exchange experience and information in this area, including training of personnel.

The Parties will contribute to ensuring safe and peaceful cyberspace in order to prevent its use for spreading subversive and extremist ideology.

The Parties are convinced that the unprecedented spread of international terrorism and extremism; and entities and organizations that threaten the security and sovereignty of States requires decisive collective response of the entire global community without double standards and selectivity and in accordance with international law and the UN Charter. They stand for creating a broad international counter-terrorism and extremism coalition that respects the sovereignty of States directly hit by terrorist attacks.

Adhering to the principle of sovereign equality of States, the Parties confirm that the States and specialized institutions must play the leading role in countering and preventing terrorism and extremism at national and international levels.

3. The Parties will consolidate cooperation in the area of law enforcement, counteraction to legalization (laundering) of proceeds from crime, combatting illicit trafficking of drugs, psychotropic substances and precursors, transnational organized crime as well as illegal migration, including readmission.

4. The Parties will enhance coordination in the fight against piracy, and share experience in the area of maritime security.

5. The Parties will actively contribute to regional and international disarmament, inter alia, by strengthening the regimes of non-proliferation of weapons of mass destruction and related technologies. In this context, they will coordinate efforts aimed at creating a zone free of weapons of mass destruction in the Middle East.

6. The Parties will strengthen cooperation in the area of security and defense, inter alia, by intensifying consultations between the competent authorities of both countries.

II. TRADE AND ECONOMIC, FINANCIAL AND INVESTMENT COOPERATION

The Parties are determined to develop trade and economic, and financial and investment cooperation. To that end, they intend to:

1. Strengthen and diversify their trade and economic ties, particularly by:

– engaging the mechanism of the Intergovernmental Russian-UAE Commission on Trade, Economic and Technical Cooperation and its ad hoc working groups;

– promoting contacts between chambers of commerce and industry, business councils, professional associations and unions of both States;

– intensifying collaboration between business entities of both countries through joint projects, trade fairs and exhibitions;

– establishing joint ventures in the territories of both States;

– facilitating the procedures related to the movement of persons, goods and services;

– increasing opportunities for trilateral cooperation with the participation of other countries;

– coordinating efforts within international trade and economic and financial institutions to foster sustainable economic development in both countries.

2. Promote the development of an inter-bank cooperation and interaction in the field of payment systems.

3. Facilitate creating favourable conditions for further developing investment interaction and agreeing on new joint projects, including on the basis of already established investment platforms with the participation of related financial structures of both countries.

III. OTHER AREAS OF COOPERATION

The Parties confirm their desire to develop bilateral relations in other areas, in particular, to:

1. Develop bilateral energy interaction, especially on oil and gas issues. Support close coordination to ensure that the hydrocarbon market is balanced and stable with due account for the interests of producers and consumers. Cooperate at relevant international platforms, including the Gas Exporting Countries Forum.

Promote the increased use of natural gas as a cost-effective and clean fuel for sustainable development, as well as with a view to reducing emissions of greenhouse gases in accordance with the Paris Climate Agreement.

Carry out cooperation in the field of peaceful use of atomic energy in order to create an economically and ecologically efficient carbonless source of energy, including with respect to experience exchange, joint scientific and technological research and work in the field of reactor construction, current best practices of the initial stage of the nuclear fuel cycle and the advanced nuclear fuel cycle, the non-energy use of nuclear technologies pursuant to the 2012 Agreement between the Government of the Russian Federation and the Government of the United Arab Emirates on Cooperation in the Peaceful Use of Atomic Energy and by conducting sessions of working groups and business meetings of the authorized companies.

Expand cooperation in the field of renewable energy.

2. Develop cooperation in the area of industry, in particular, in such sectors as machinery, aircraft construction and flight navigation equipment, shipbuilding, chemical-technological sector, metallurgical industry and tube and pipe manufacturing, production waste management, construction material manufacturing, drug and fertilizer production.

Provide assistance to companies and organizations concerned in order to develop industrial, scientific and technological cooperation, as well as to take the bilateral relations to a completely new level by carrying out specific initiatives and projects in various fields.

Encourage mutual participation in creating and developing industrial parks, provide assistance to specialized investment funds working in the fields described above, as well as in joint manufacturing of high-tech products.

Continue coordination related to the situation in the global aluminum market, including within the ad hoc Working Group on Cooperation in the Field of Aluminum Industry.

3. Promote cooperation in transport, infrastructure, rational management of natural resources, and telecommunications.

4. Develop cooperation in high technologies and peaceful use of outer space, including evaluation of promising projects.

5. Deepen cooperation in agriculture, food and water security including through increased mutual supplies of agricultural products and food, share experience, knowledge and technologies, and encourage mutual investment into joint agriculture and water projects.

6. The Parties reiterate their readiness to make all efforts in order to reduce the current tariffs on international roaming telecommunication services for subscribers of both States.

The Parties will facilitate coordination between government agencies and business community to explore opportunities for increased investment and participation in public telecommunication and information technology projects.

The Parties will support cooperation between State-run mass media editorial bodies, encourage the exchange of experts on the print and audio-visual media, information-related science and technology, and promote enabling environment for the media.

7. Enhance cooperation between judicial and consular authorities, including further steps to simplify mutual visa requirements.

IV. CULTURAL AND HUMANITARIAN, SCIENTIFIC AND TECHNOLOGICAL COOPERATION

The Parties express their determination to strengthen cultural and humanitarian, and scientific and technological cooperation. To that end, they intend to:

1. Promote enhanced interaction in the field of education and science in the areas of mutual interest and develop direct partnerships between educational and scientific establishments of both countries.

2. Encourage meetings and contacts between higher education organizations, academies of sciences, research centres, museums, libraries, youth and sport organizations and institutions, cultural and artistic associations, archival institutions of both countries.

3. Help intensify cultural and humanitarian exchanges, including by opening culture and information centres in both countries, after previously drafting and signing an appropriate intergovernmental agreement to these ends.

4. Promote enhanced cooperation in the field of tourism, using existing potential to raise investment attractiveness of tourism industry in both countries and increase reciprocal tourist flow.

5. Encourage deeper understanding of history, traditions and cultural heritage of both countries, promote intercivilizational, intercultural and interfaith dialogue.
