Winner of the 2024 Russian Federation National Award for outstanding achievements in human rights activity

The 2024 Russian Federation National Award for outstanding achievements in human rights activity has been given to Natalya Karpovich.

Natalya Karpovich, born on September 19, 1972 in Leningrad, is head of the Moscow Association of Big Families regional organisation.

In 1995, she graduated from the Herzen Russian State Pedagogical University as educator, and in 1998 – St. Petersburg State University as lawyer.

She is a mother of six birth children and one adopted child.

Ms Karpovich organises women’s boxing completions, being a top-class boxer herself. In 2002, she won a silver medal at the world boxing championship.

In 2006–2007, she headed the PR department at the Priboi Baltic news agency.

In 2007, she was elected to the State Duma and became first deputy chairwoman of the State Duma Committee on Family, Women and Children.

Since 2014, she has been heading the Moscow Association of Big Families regional public organisation.

In 2018, she was Vladimir Putin’s confidante at the presidential election.

Since 2022, she has served as head of the Family, Motherhood and Children panel at the Russian Government Council on custodianship in social sphere.

Since 2024, she has been member of the Presidential Council for State Policy on Promoting the Russian Language and Languages of the Peoples of the Russian Federation.

As a State Duma deputy, she submitted and advocated draft laws to protect families and children’s interests.

Speaking at the meeting of the Presidium of the State Council of the Russia Federation on May 25, 2022, Natalya Karpovich proposed reinstituting the title of Heroine Mother. The President of Russia supported her initiative and on August 1, 2022, reinstituted this title in Russia by his Executive Order No 558 with a reward of one million rubles to each Heroine Mother.

Speaking at the St Petersburg International Economic Forum in 2024, Natalya Karpovich suggested that childcare leave should be fully accounted as pensionable service. A respective law was prepared and adopted in 2025 at the Russian President’s behest.

Natalya Karpovich’s activities as head of the Moscow Association of Big Familes has become a fruitful part of her life. Launched as a small organisation in 2014, it has evolved into one of the most respected organisations uniting 70,000 large families in the city. The Association reviews multiple requests, claims, and applications from big families, offering them consultations on benefits and allowances and ways of reasonable use of the maternity capital, and assisting in granting the family a low-income status as well as in court procedures.

In 2024, the Association of Big Families set up the national forum, Multi-Child Russia, where the best practices for improving life quality for families with children were presented.

The Association members rendered humanitarian aid to 45,000 families of the special military operation participants and civilians who had suffered from hostilities.
