Vladimir Putin has submitted to the State Duma draft resolutions On the Amnesty and On Application of the Resolution of the State Duma of the Federal Assembly of the Russian Federation On the Amnesty.
The draft resolutions of the State Duma suggest to release from punishment those individuals convicted for their first criminal offenses or convicted for their first economic offence, and to stop criminal proceedings in the preliminary stages of the investigation against such persons.
The draft resolutions provide an exhaustive list of relevant offenses.
The amnesty will not apply to those who committed crimes involving violence or the threat of violence.
A mandatory condition for the release is that the suspects and defendants return the property or repay damages to the victims.
It is proposed that the State Duma Resolution On the Amnesty is executed within six months from the date of its entry into force.
