Law regulating participation of foreign players in international and national sports competitions

July 1, 2015

Vladimir Putin signed Federal Law On Amending Federal Law On Physical Fitness and Sport in the Russian Federation and Article 132 of Federal Law On the Legal Status of Foreign Citizens in the Russian Federation.

The Federal Law regulates participation of athletes that do not have the right to play for Russian national teams (foreign players) in international and national sports competitions in team sports.

The law clarifies restrictions on foreign players’ participation in these competitions and lists the international and national sports events concerned by these provisions. Restrictions on foreign players’ participation in competitions are set for each type of team sport, taking into consideration the sport’s particularities.

The law also stipulates that physical fitness and sports organisations operating in Russia and national sports federations are entitled to take on foreign citizens or stateless persons as highly qualified specialists in physical fitness and sport. The list of posts such specialists can hold is approved by the federal executive body responsible for physical fitness and sport.
