Amendments to Law on Information, Information Technology and Information Protection

The President signed Federal Law On Amendments to Articles 101 and 154 of the Federal Law On Information, Information Technology and Information Protection.

The federal law requires that providers of instant messaging service on the Internet serve only users identified in line with the procedure established by the Government of the Russian Federation. Identification of users will be carried out according to their subscriber number on the basis of the identification agreement concluded by the provider of the specified service with the communications provider.

The service provider shall also be responsible for ensuring the technology the users need to refuse to receive messages from other users, to send electronic messages on the initiative of state authorities, and to limit the transfer of messages containing information violating the legislation of the Russian Federation.

In the event that the service provider fails to fulfil the above requirements, the communications provider can limit their access to such service on the basis of a court ruling.
