The President signed Federal Law On Amendment to Article 8 of the Federal Law On the Legal Status of Foreign Citizens in the Russian Federation.
In accordance with the Federal Law On the Legal Status of Foreign Citizens in the Russian Federation, in order to receive a residence permit, a foreign citizen or a stateless person must live in the Russian Federation for no less than twelve months on the basis of a temporary residence permit that is issued within the limits of the quota approved by the Government each year. Some categories of foreign persons can receive a residence permit under a simplified procedure (without obtaining a temporary residence permit).
The amendment is introduced into the said Federal Law, according to which a residence permit may be issued under a simplified procedure (without obtaining a temporary residence permit) to a foreign citizen or a stateless person that is a finalist or a winner in the national competition conducted by the Russia – Land of Opportunity autonomous non-profit organisation.
