List of people eligible for Russian citizenship through simplified procedure has been supplemented

The President has signed the Executive Order On Introducing Amendments to Presidential Executive Order No. 183 of April 2019 to Determine, for Humanitarian Purposes, the Categories of People Eligible to Apply for Russian Citizenship through a Simplified Procedure and Presidential Executive Order No. 187 of April 29, 2019 On Certain Categories of Foreign Citizens and Stateless Persons that are Eligible to Apply for Russian Citizenship through a Simplified Procedure.

The Executive Order states that orphans, children without parental care and legally incompetent people that are citizens of the Donetsk People’s Republic, the Lugansk People’s Republic or Ukraine may receive Russian citizenship through a simplified procedure.

The Executive Order determines the procedure for granting citizenship to these categories of people and the list of required documents.

It is established, in particular, that foster parents or guardians that are citizens of the Russian Federation, the DPR, the LPR or Ukraine have the right to apply for citizenship on behalf of these categories of people. This can also be done by heads of orphanages and homes for children without parental care and heads of institutions that render educational, medical and social services. This applies to institutions located on the territory of the DPR, the LPR, and the Zaporizhiye and Kherson regions of Ukraine.
