On October 4, the President signed the Federal Constitutional Law On the Accession of the Lugansk People’s Republic to the Russian Federation and the Establishment of a New Constituent Entity of the Russian Federation, the Lugansk People’s Republic.
The State Duma and the Federation Council approved the Federal Constitutional Law on October 3 and October 4, 2022, respectively.

On April 7, 2014, representatives of the public of the Lugansk Region adopted the Declaration on the Sovereignty of the Lugansk People’s Republic.
In accordance with the Executive Order of the President of the Russian Federation On the Recognition of the Lugansk People’s Republic, the Lugansk People’s Republic was recognised as a sovereign and independent state.
During the referendum, which ended on September 27, 2022, the people of the Lugansk People’s Republic voted for the accession of the Lugansk People’s Republic to the Russian Federation as a constituent entity of the Russian Federation. Based on the results of the referendum, the Lugansk People’s Republic appealed to the Russian Federation to incorporate it into the Russian Federation as a new constituent entity.
The procedure for incorporating new constituent entities into the Russian Federation is set out in the Federal Constitutional Law On the Procedure of Accession to the Russian Federation and the Establishment of a New Constituent Entity of the Russian Federation.
In accordance with this Federal Constitutional Law, the houses of the Federal Assembly of the Russian Federation and the Government of the Russian Federation were duly notified of the application for accession.
On September 30, 2022, the Russian Federation and the Lugansk People’s Republic signed the Agreement on the Accession of the Lugansk People’s Republic to the Russian Federation and the Establishment of a New Constituent Entity of the Russian Federation.
The Constitutional Court of the Russian Federation declared that the Agreement was in compliance with the Constitution of the Russian Federation.
The Federal Constitutional Law was drafted in accordance with Articles 8 and 9 of the Federal Constitutional Law On the Procedure of Accession to the Russian Federation and the Establishment of a New Constituent Entity of the Russian Federation and stipulates determining the timeframe and procedure for the integration of a new constituent entity of the Russian Federation into economic, financial, lending and legal systems of the Russian Federation and the system of bodies of government of the Russian Federation, as well as the relevant features of legal regulation in certain spheres of public relations.
