The President signed Executive Order On State Monitoring of Harm Caused to the Russian Federation, its Constituent Entities, the Sirius Federal Territory, Municipalities, Individuals, and Organisations by Foreign Sources.
The Executive Order stipulates that the prosecution authorities of the Russian Federation, in exercising their powers, shall organise and conduct the collection, verification, recording, and systematisation of information regarding harm caused to the Russian Federation, its constituent entities, the Sirius Federal Territory, municipalities, the life and health of its citizens and their property, as well as the property of organisations (other than damage caused in connection with restrictive financial measures imposed against the Russian Federation and Russian organisations) by foreign sources – namely, states and territories designated by the Government of the Russian Federation in accordance with Clause 14 of Presidential Executive Order No. 95 of March 5, 2022, On Temporary Procedure for Meeting Obligations to Certain Foreign Creditors,as well as bodies, individuals, and organisations acting in their interests, where there is evidence of their involvement in causing such harm.
In furtherance of the Executive Order, corresponding instructions have been issued to the Prosecutor General’s Office and federal government bodies.
The Central Bank, senior officials of the Russian Federation constituent entities, the Chair of the Council of the Sirius Federal Territory, and heads of municipalities are recommended to assist prosecution authorities in the collection, verification, recording, and systematisation of information on damage caused by foreign sources.
