Law requiring Russian citizens and organisations to notify Roscosmos of planned launches of spacecraft they own or spacecraft launched into the Earth’s orbit

July 7, 2025

The President signed the Federal Law on Amending Article 19 of the Law of the Russian Federation On Space Activities and Article 7 of the Federal Law On State Corporation for Space Activities Roscosmos.

This Federal Law stipulates the obligation of Russian organisations and citizens who own spacecraft, or organisations authorised by the said owners to use the spacecraft, to inform the State Corporation Roscosmos about planned launches of their spacecraft from the territory of the Russian Federation or from a foreign state, as well as about spacecraft registered in the Russian Federation and launched from the territory of the Russian Federation or from a foreign state.

The list of this information, as well as the procedure and timeframe for its submission shall be determined by the State Corporation Roscosmos.

The Federal Law also states that there is no obligation to submit information about spacecraft owned by the state and used by a federal executive body in charge of defence or by the budgetary and government agencies subordinate to it.
