The President signed Federal Law On Amendments to Articles 4 and 16 of the Russian Federation Law On Mass Media and Articles 1 and 9 of the Federal Law On Countering Extremist Activities.
The Federal Law was adopted by the State Duma on July 15, 2025, and approved by the Federation Council on July 16, 2025.

The Federal Law clarifies the definition of an “extremist organisation,” which now also includes extremist groups that have been recognised as such by a final and binding criminal conviction issued against an individual for creating, leading, or participating in such a group. The activities of such a group will be banned.
At the same time, such extremist groups will be added by the Russian Ministry of Justice to the official list of organisations recognised as extremist under Russian law.
Corresponding amendments related to limiting the dissemination of information about organisations included in this list, have been made to the Law of the Russian Federation On Mass Media.
