Dmitry Medvedev sent a message of greetings to President of Afghanistan Hamid Karzai on 90th anniversary of establishing diplomatic relations between Russian Federation and Islamic Republic of Afghanistan.

May 28, 2009

The message of greetings reads, in part:

“This event is particularly significant because Russia was the first country to recognise the independence of Afghanistan and gave it some very important financial and military assistance at a crucial time. It was then that the solid foundation of neighbourly and friendly ties was laid and it has passed the test of time.

For many years our country has helped with the development of Afghan national industry, energy, agriculture, the education system, and the health sector. Even the dramatic events of the 1980s failed to shake the feelings of mutual sympathy and respect that our peoples have for one another.

We appreciate the progress that has been made in the development of bilateral relations and we are willing to do everything necessary to improve them. Our joint struggle against terrorism, extremism and drug-crime has in large measure helped create greater trust and understanding between Russia and Afghanistan. I am convinced that if the government of Afghanistan and the international community under the auspices of the UN further intensify their efforts they will successfully confront these threats and strengthen stability and security in both Afghanistan and the entire region.

For its part Russia intends to continue to facilitate the establishment of an independent and prosperous Afghanistan.”
