Law ratifying Russia-Angola agreement on cooperation in exploring and using outer space for peaceful purposes

January 28, 2020

Vladimir Putin signed Federal Law On Ratification of the Agreement between the Government of the Russian Federation and the Government of the Republic of Angola on Cooperation in the Exploration and Use of Outer Space for Peaceful Purposes.

The Agreement was signed in Moscow on April 4, 2019.

The Agreement is aimed at creating organisational and legal frameworks for mutually beneficial cooperation in specific areas of joint activities related to the exploration and use of outer space and the practical application of space systems and technologies for peaceful purposes.

The Agreement regulates the areas and forms of cooperation as well as the distribution, use and protection of the sides’ intellectual property rights for the results of the joint activities.

The Agreement is subject to ratification because it contains rules other than those stipulated by Russian law, such as provisions providing for the immunity of mutually approved categories of goods from seizure and (or) enforcement proceedings, and the principle of cross-waiver of the Parties and participants in joint activities of liability and damage in the course of joint activities, as well as rules providing for exemption from customs duties and taxes on goods imported and exported under the Agreement.
