Vladimir Putin emphasised the importance of not allowing more attacks on civilian facilities by Ukrainian units in southeast Ukraine.
The two heads of state called for the quick finalisation and implementation of the agreements concerning the Ukrainian gas problem.
Mr Putin and Ms Merkel also touched on matters of international cooperation in countering terrorism, first and foremost originating from the Islamic State radical group.
In addition, the two leaders discussed cooperation in fighting the Ebola epidemic.
