Russia ratified agreement with Djibouti on transfer of sentenced persons

Vladimir Putin signed Federal Law Ratifying the Agreement between the Russian Federation and the Republic of Djibouti on the Transfer of Sentenced Persons.

The Agreement was signed in Moscow on August 27, 2025.

Under the Agreement, the parties undertake to afford one another the greatest measure of assistance for transferring sentenced individuals to the other party in accordance with its provisions. In particular, those who have been sentenced in the territory of either party can be transferred to the other party for the execution of a sentence in the receiving state. Towards this end, the sentenced person or their legal representative may file an appeal with the sentencing state or the administering state for their transfer in accordance with the Agreement.

The Agreement stipulates that a transfer shall be refused if the convicted person has failed to fulfil any financial obligations arising from the sentence, or if sufficient guarantees for the fulfilment of such obligations, as assessed by the sentencing state, have not been provided. A transfer shall also be refused if the sentence cannot be enforced in the administering state due to the expiry of the statute of limitations or on other grounds provided for under the legislation of that party.
