The President signed Federal Law On Ratifying the Protocol Between the Government of the Russian Federation and the Government of the Republic of Kazakhstan on Amending the Agreement Between the Government of the Russian Federation and the Government of the Republic of Kazakhstan on Rent for Facilities and Combat Fields at the 929th State Flight Test Centre of the Russian Federation, Located on the Republic of Kazakhstan’s Territory, of October 18, 1996.
The Protocol was signed in Moscow on April 16, 2015.
The Protocol amends the Agreement to take into account conditions and procedures for calculating rent payments for the use of the 929th State Flight Test Centre’s facilities and combat fields.
According to the Protocol, the amount of yearly rent paid to Kazakhstan by Russia for use of the flight test centre beginning on January 1, 2016 is lowered from $4.454 million to $3.081 million due to the reduction in the size of the centre’s territory by transferring to the Kazakhstani side of individual tracts of land not used by Russia’s Defence Ministry, which are suitable for seasonal agricultural and geological prospecting work without detriment to the use of the centre for its intended purpose.
