Russia-Panama Extradition Treaty submitted to State Duma for ratification

The President has submitted to the State Duma for ratification an Extradition Treaty between the Russian Federation and the Republic of Panama, signed in Panama on April 29, 2015.

The Treaty is aimed at strengthening the international legal framework for Russia’s cooperation with the Republic of Panama on issues related to the extradition of persons who have committed crimes.

In accordance with the Treaty, both countries undertake to extradite to the other country as per the terms of the Treaty any individual under criminal prosecution in the requesting country or for serving a sentence for crimes subject to extradition.

The Treaty stipulates that crimes subject to extradition are acts that according to the laws of the respective countries are punishable by imprisonment of at least one year or carry harsher punishment.

The Treaty also envisages the fundamental human and civil rights and liberties.

The agreement does not apply to matters governed by the Eurasian Economic Union Treaty and is not in contradiction with any of Russia’s other international agreements.
