Telephone conversation with German Federal Chancellor Angela Merkel

Vladimir Putin had a telephone conversation with Federal Chancellor of the Federal Republic of Germany Angela Merkel at the German side’s initiative.

The two leaders had an in-depth discussion of the issues related to the settlement in Ukraine, in particular the Steinmeier Formula signed by representatives of Kiev, Donetsk and Lugansk in the Contact Group, as well as the withdrawal of forces and equipment at the contact line ‘pilot’ sections near Stanitsa Luganskaya and Zolotoye, and the beginning of disengagement near Petrovskoye.

The President of Russia and the Chancellor of Germany noted the importance of full and strict compliance with the 2015 Minsk package of agreements and other commitments aimed at promoting the settlement of the intra-Ukrainian conflict. They stressed the need to formalize the special status of Donbass in Ukrainian law.

Both sides reaffirmed their intention to further coordinate Russia and Germany’s efforts in the Normandy Four, including in the preparation for a possible summit in this format.

They also touched on the trilateral talks currently underway between Russia, Ukraine and the EU Commission on the conditions for gas transit through Ukraine.

Both leaders spoke of the need to cease clashes in Libya as soon as possible and without any precondition. Vladimir Putin praised Germany’s mediation to renew intra-Libyan dialogue and involve the international community more actively in searching for a peaceful solution to the problem.

When discussing the developments in Syria, it was emphasised that humanitarian problems, including ensuring the return of the refugees, need to be addressed.

It was agreed to maintain further contact at various levels.
