In accordance with the Federal Law On Special Economic Measures and the Executive Order On Measures to Ensure the National Security of the Russian Federation and the Protection of Citizens of the Russian Federation against Criminal and Other Illegal Acts and on the Application of Special Economic Measures Against the Turkish Republic, the President took the following resolutions:

1. To amend the Executive Order No. 583 of November 28, 2015 On Measures to Ensure the National Security of the Russian Federation and on the Protection of Citizens of the Russian Federation against Criminal and Other Illegal Acts and on the Application of Special Economic Measures Against the Turkish Republic repealing the clause that sets restrictions on tour operators and tour agents from selling to Russian citizens tour packages involving visits to Turkey.

2. To instruct the Russian Federation Government to:

а) To take measures to abolish the ban on charter flights between Russia and Turkey;

b) To hold talks with the Turkish government on foreign economic relations between Russia and Turkey;

c) Depending on the talks’ outcome, to make proposals on amending the period of effect or the nature of special economic and other measures set out in Executive Order No. 583 of November 28, 2015 On Measures to Ensure the National Security of the Russian Federation and on the Protection of Citizens of the Russian Federation against Criminal and Other Illegal Acts and on the Application of Special Economic Measures Against the Turkish Republic.

3. The Executive Order enters into force on the day of its official publication.
