The message of congratulations reads, in part:

Your constructive and interested approach to pressing issues in regional and international relations reinforces your country's growing prestige on the international stage.
I appreciate your personal contribution to improving Russia and Ukraine's friendly, good-neighbourly relations. Aspiring to achieve the fullest possible realisation of the powerful potential of the historical and spiritual affinity of the peoples of Russia and Ukraine opens up vast prospects for multifaceted bilateral cooperation. The arrangements we have reached involving the implementation of major projects in the trade, economic, investment, humanitarian and other spheres constitute the reliable foundations of this work.
