Telephone conversation with Angela Merkel, Francois Hollande and Petro Poroshenko

September 9, 2015

Vladimir Putin had a telephone conversation with Federal Chancellor of Germany Angela Merkel, President of the French Republic Francois Hollande and President of Ukraine Petro Poroshenko.

The leaders had a detailed discussion on settling the crisis in southeast Ukraine, taking into account the results of the September 8, 2015 meetings of the Contact Group and its working subgroups in Minsk. They reiterated the importance of strict implementation of the February 12, 2015 Minsk Agreements.

The politicians welcomed the maintenance of the ceasefire in southeast Ukraine. The withdrawal of tanks and mortars of a calibre less than 120 mm and artillery systems of a calibre less than 100 mm across the entire contact line would promote the objective of further deescalating the situation and creating conditions for economic recovery for the affected Donbass regions. Hope was expressed that coordination and execution of a relevant agreement will be completed as soon as possible.

Particular attention was given to implementing the political provisions of the Minsk Agreements, first and foremost carrying out a constitutional reform in Ukraine, including legislating special status for the Donbass regions, as well as organising local elections and adopting a law on amnesty. In this regard, Vladimir Putin once again stressed the need to establish a full-fledged, direct dialogue between the Kiev authorities and representatives from southeast Ukraine.

The discussion touched on issues pertaining to Russian gas supplies to Ukraine.

The leaders agreed to continue active work in the Normandy format, which includes talks at the Foreign Minister level on September 12 in Berlin, as well as a personal meeting between the heads of Russia, Germany, France and Ukraine on October 2 in Paris.
