Vladimir Putin signed Federal Law On Suspension by the Russian Federation of the Agreement between the Government of the United States of America and the Government of the Russian Federation concerning the Management and Disposition of Plutonium Designated as no longer Required for Defence Purposes and Related Cooperation and Protocols to the Agreement.
The Federal Law suspends the Agreement between the Government of the United States of America and the Government of the Russian Federation concerning the Management and Disposition of Plutonium Designated as no longer Required for Defence Purposes and Related Cooperation, signed in Moscow on August 29, 2000 and Washington on September 1, 2000, the Protocol to the Agreement of September 15, 2006, and the Protocol to the Agreement signed in Washington on April 13, 2010.
The Federal Law was adopted in response to threats to strategic stability that have emerged as a result of the US’s hostile actions towards the Russian Federation and its inability to fulfil its obligations to dispose of surplus plutonium in accordance with international agreements. This has radically changed circumstances that were of substantive importance for Russia when the Agreement and its protocols were signed.
The Russian Federation’s suspension of the Agreement and its protocols is in conformity with international law, meets Russia’s interests and respects Russian Federation law.
Under the Federal Law, the suspension of the Agreement and its protocols can be reversed if the United States eliminates the problems that led to the radical change of circumstances that exited when the Agreement and its protocols came into effect.
