The President signed Federal Law On Amendments to the Federal Law On Ratification of the Comprehensive Nuclear-Test-Ban Treaty.
The Federal Law amends Federal Law No. 72-FZ of May 27, 2000, On Ratification of the Comprehensive Nuclear-Test-Ban Treaty.
The federal law repeals Article 1 of the Federal Law On Ratification of the Comprehensive Nuclear-Test-Ban Treaty, which provides for the CTBT ratification.
Of all the states that have not ratified the CTBT, the United States has taken the most destructive approach, for many years declaring that Congress would not support its ratification. This created an imbalance between Russia and the United States regarding the scope of obligations under the Treaty, which is unacceptable in the current international situation.
Enacting this Federal Law, which is aimed at ensuring the national security of the Russian Federation, will be a response measure to the United States, which has been reluctant to take steps to ratify the CTBT for years, and which has shown no sign of intent to ratify it in the foreseeable future. Implementing this Federal Law will also restore parity of obligations under the CTBT while preserving the legal framework for effective international nuclear arms control cooperation.
