Vladimir Putin signed Federal Law On Amendments to Certain Legislative Acts of the Russian Federation.
The Federal Law recognises the new diagnostic card as the document attesting a vehicle’s fitness for use on the roads in Russia, replacing the previously used technical inspection certificate. The Law also abolishes the need to obtain an international technical inspection certificate.
Furthermore, in accordance with the amendments to the Federal Law On Compulsory Civil Liability Motor-Vehicle Insurance, the diagnostic card replaces the technical inspection certificate as the document to be presented when concluding compulsory insurance contracts. This new rule also applies to legal relations entered into commencing from January 1, 2012.
