Vladimir Putin signed Federal Law On Amendments to Article 241 of the Federal Law On Production and Consumption of Waste.
The Federal Law regulates relations in handling waste created as a result of passenger cars, trucks and busses losing their usability.
The goals of the Federal Law are to adapt Russian legislation to be in line with conditions of Russia’s membership in the World Trade Organisation (WTO), as well as to create a legal foundation for the Russian Federation to fulfil its obligations as a WTO member to create equal conditions for domestic manufacturers and importers of wheeled vehicles (chassis).
In accordance with the Federal Law, in order to ensure environmental safety, each wheeled vehicle (chassis) imported into the Russian Federation, produced or manufactured in the Russian Federation (save in exceptional circumstances), will be subject to a utilisation fee, taking into account its technical features and wear and tear.
Procedures for collecting the utilisation fee and its amount are established by the Government of the Russian Federation.
