Amendments to Air Code

Vladimir Putin signed Federal Law On Amendments to the Air Code of the Russian Federation.

The Federal Law aims to implement international aerodrome and heliports design and operations standards as set forth in Annex 14 to the Convention on International Civil Aviation.

Thus, the Federal Law envisages compulsory certification of aerodromes designed for commercial flights involving aircraft that can carry over 20 people, as well as air fields open for international civil flights. The law also specifies the list of land-based equipment that requires certification.

The Federal Law clarifies the Air Code clauses governing state registration of aerodromes and heliports. Thus, it eliminates any duplication of registration procedures for aerodromes and airports due to the absence of airports that do not have aerodromes.

The Federal Law introduces the notion of civil aviation aerodrome (heliport) operator, who ensures that they are operated in compliance with federal aviation regulations, and it amends the procedure for aerodrome, heliport or landing strip operation clearance.

Amendments to Article 50.2 of the Russian Air Code remove the inconsistency with Annex 6 to the Convention on International Civil Aviation, which says that aerodromes should be constantly maintained in a state of flight readiness during the announced operating hours regardless of weather conditions.
