Executive Order on measures to ensure Russia’s economic security and national interests during transit of freight from Ukraine to Kazakhstan through Russian Federation territory

Vladimir Putin signed Executive Order On Measures to Ensure the Russian Federation’s Economic Security and National Interests During International Transit of Freight From Ukrainian Territory to the Republic of Kazakhstan’s Territory Through the Russian Federation’s Territory.

The Executive Order was signed following the January 1, 2016 suspension of the Free Trade Zone Agreement with Ukraine.

In accordance with the document, international freight via road and rail from Ukrainian territory to Kazakhstan through the Russian Federation can only be transferred through the territory of Belarus under the condition that cargo modules of vehicles and rolling stock that contain or may contain goods have seals, including those that function using the GLONASS system. The seals will be applied upon entry into the Russian Federation.

Relevant instructions have been issued to the Government of the Russian Federation.

The Executive Order comes into force on January 1, 2016 and will be in effect until July 1, 2016.
