Instructions following review of implementation of laws and Presidential decisions regarding commuter rail service

Vladimir Putin approved a list of instructions following a review of the implementation of laws and Presidential decisions regarding commuter rail service.

In order to improve the availability, quality and safety of commuter railway service for users, the Government was tasked with developing a package of measures aimed at preventing reductions in commuter service and reviving traffic along popular lines with a mechanism for targeted support for socially critical lines.

In addition, the Government was instructed to submit to the State Duma a draft federal law on passenger transport in the Russian Federation stipulating the enactment of standards for regular commuter traffic and taking into account the availability of the relevant services, the quality and safety of passenger transport.

The instructions also deal with upgrading the rolling stock and transport infrastructure, and using train carriages made in Russia with improved specifications, including carriages with minimal passenger capacity.

The Government was instructed, together with the Accounts Chamber, to assess the economic efficiency of commuter rail service and adjust fare regulations accordingly.
