Instructions following meeting on automobile industry development

The President endorsed a list of instructions following the April 24, 2020 meeting on the development of the automobile industry.

The Government of the Russian Federation has been instructed to adopt decisions ensuring the procurement of vehicles in May–July 2020, that the federal executive bodies were to purchase in 2020–2022, with federal funding. The Government must also provide for the allocation of additional federal funds for financing programmes on easy car loans, preferential vehicle leasing, vehicle equipment rental, and for the purchasing of ambulances.

The instructions cover the procurement of automotive equipment, in May – July 2020, needed for manufacturing activities, which was planned for 2020–2022 by state corporations and public companies and business ventures where the total share of Russian Federation participation in the charter capital exceeds 50 percent; for the complete implementation in 2020 of measures on upgrading the rolling stock of passenger transport in major cities, which were envisaged by the national project on safe and high quality roads; and accelerated development of online technology in the auto industry and transport services.

In addition, the instructions apply to specialised equipment required for the disinfection and anti-viral treatment of road and transport infrastructure and public spaces; the purchasing of school buses and vehicles under the national projects on Healthcare, Safe and High Quality Roads, Housing and the Urban Environment, Environmental Protection, and the comprehensive plan for upgrading and expanding the trunk infrastructure until 2024.

The Government, in cooperation with regional executive government bodies, has been instructed to take measures on the functioning of automobile retail sale facilities, as well as companies that produce and distribute parts, primary components and materials essential for the manufacture of automotive equipment, on condition that they ensure labour safety and the protection of employees’ health during the restrictions on countering the spread of the novel coronavirus.

The Government, in cooperation with VEB.RF State Development Corporation, has been instructed to develop a comprehensive programme on upgrading passenger transport in major cities, which will provide, among other things, for upgrading rolling stock and streamlining route networks, and to determine the scope and sources of funding for this.
