Specifics of civil lability for traffic accidents with foreign-registered vehicles

August 4, 2023

The President signed the Federal Law On Amendments to the Code of Administrative Offences of the Russian Federation.

This Federal Law clarifies the provisions of the Code of Administrative Offences of the Russian Federation that stipulate the specifics of civil liability for certain administrative transport offences and for traffic accidents with vehicles registered in another country.

It also stipulates the procedure for hearings on such administrative offences.

A separate article of the Code comprises provisions that stipulate civil liability for traffic violations committed by the drivers of heavy and/or other large vehicles of foreign carriers.

The Federal Law also stipulates the impounding of foreign-registered vehicles until the administrative fine, imposed for committing a traffic offence, is paid.

Under the law, the administrative fine imposed for committing a traffic offence, a traffic accident with a vehicle registered in another country, or failure to pay a fine imposed for such an offence must be paid before said vehicle exits the territory of the Russian Federation, but no later than 60 days from the ruling on the administrative fine comes into effect.
