Vladimir Putin approved a list of instructions following the Russian Federation State Council Presidium meeting on the development of public transport, held on August 17, 2023.
The Russian Government, together with the State Council Commission on Transport and regional executive authorities, have been instructed to make decisions that would ensure an annual reduction in the average age of public transit vehicles in the regions of the Russian Federation.
The Government has been instructed, in particular, to expand the use of environmentally friendly vehicles, including those with gas engines; take measures to provide spare parts, the import or production of which has been suspended or discontinued, for foreign-made public transit vehicles; use production capacities of Russian passenger vehicle manufacturers; and create a digital platform for monitoring passenger transport on interregional and municipal routes.
Instructions also concern various socioeconomic and legal issues of organising public transport. In particular, special attention is being paid to the development of electric transportation.
Instructions to the Government, together with the State Council Commission on Transport, concern an economically justified formation of fares or the use of support measures; increasing the volume of suburban public transit services in 2024–2025, both road and rail; updating the development concept for suburban passenger rail transport service; and classifying the costs of ensuring public transit operation as a priority item of budget expenditures.
The Ministry of Education, together with the Ministry of Labour, the Ministry of Transport, regional executive authorities and the Russian Motor Transport Union, has been instructed to equip public surface transport in the Russian regions with drivers, to train them and increase the competitiveness and attractiveness of public transport driver profession as a viable career.
Separate instructions have been issued to the Ministry of Transport and the Federal Security Service, the Ministry of the Interior, the Federal Anti-Monopoly Service and presidential plenipotentiary envoys to the federal districts together with the Presidential Control Directorate.
