Amendments to law on legal status of foreign citizens

Vladimir Putin signed Federal Law On Amendments to the Federal Law on the Legal Status of Foreign Citizens in the Russian Federation and Certain Legislative Acts of the Russian Federation.

The Federal Law aims to improve the Russian Federation migration legislation governing labour activities by foreign citizens who enter Russia under a visa-free procedure.

In particular, the Federal Law amends the Russian Federation Administrative Offences Code introducing administrative liability for foreign citizens and stateless persons who violate Russian migration legislation governing their labour activities in Russia based on a license.

Amendments to the Federal Law On the Legal Status of Foreign Citizens in the Russian Federation concern, in particular, the substitution of work permit quotas for foreign citizens arriving in Russia under a visa-free procedure by licensing of their labour activities in the Russian Federation.

The Federal Law also amends the Federal Law On the State Fingerprint Registration in the Russian Federation, introducing mandatory state fingerprint registration of foreign citizens and stateless persons who apply for a license to work in the Russian Federation.
