Executive Order declaring certain provisions of the Presidential acts concerning the granting of political asylum no longer in force

December 19, 2018

Vladimir Putin signed Executive Order On Declaring Certain Provisions of the Acts of the President of the Russian Federation Concerning the Granting of Political Asylum No Longer In Force.

The procedure for granting political asylum by the Russian Federation was approved by Executive Order of the President of the Russian Federation in 1995 and in 1997 it was supplemented by some provisions.

The Executive Order set forth factors and circumstances that prevented a foreign national from applying for political asylum.

The recent international events, violation of human rights and oppression against journalists and public figures force people to seek asylum beyond the countries of their residence.

The Executive Order signed by the President of the Russian Federation has lifted the limitations set 20 years ago, which did not allow for the granting of asylum to political refugees. However, the decisions will be made on a case-by-case basis taking into consideration the state interest of the Russian Federation.
