The President signed the Federal Law On Introducing Amendments to Article 3221 of the Criminal Code of the Russian Federation and Article 151 of the Criminal Procedural Code of the Russian Federation.
The Federal Law is aimed at improving the mechanism to ensure the accountability of those involved in the organisation of illegal external migration.
The Federal Law complements Article 3221 of the Russian Criminal Code with a new paragraph that increases the responsibility of people who use their official positions to organise illegal entry to the Russian Federation of foreigners and people without citizenship, as well as their illegal stay in Russia or their transit through Russia.
The amendments introduced to Article 151 of the Criminal Procedural Code of the Russian Federation give the border agencies of the Russian Federal Security Service the right to conduct an initial investigation into criminal cases related to the crimes outlined in Part 1 of Article 3221 of the Russian Criminal Code, in the event that such crimes are detected by the Federal Security Service agencies.
