Vladimir Putin signed a list of instructions following his meeting with Government members held on July 24, 2015.
The Government has been instructed to ensure control over the validity and legitimacy of the decisions made by regional bodies of power and local self-government causing increases in utility tariffs and to promptly react to any violations detected in this area, as well as analyse the efficiency of efforts to transfer utilities facilities as a concession. Instructions to the Government also concern licensing of apartment block management.
Instructions to top authorities in the Russian regions deal with the development of the utilities infrastructure and the adoption of long-term decisions on tariffs for heat and water supply so that such tariffs are introduced as of January 1, 2016.
The Government has also been instructed to coordinate these activities of regional government agencies.
