The President has approved a list of instructions following a meeting with the Government on August 16, 2023.
The Government was instructed to ensure the adequate co-financing from the federal budget for the expenses incurred by regions with low budgetary capacity to create (develop) information and communications infrastructure in educational institutions, as well as for the implementation of measures to prepare for the 2023–2024 heating season in the Murmansk Region and other Russian regions, the territories, or parts of territories that are part of Russia’s Arctic area.
The Government has also received instructions regarding subsidies to equalise the budgetary capacity of the Russian regions, taking into account the specifics of the regions, territories, or parts thereof within Russia’s Arctic area, additional budgetary allocations for subsidising the railway transport of fish and fish products in 2023–2026, and state support for the development of the fishing industry in the Azov-Black Sea basin.
Additionally, the Government is tasked with completing the construction of the laboratory building at the infectious hospital in Kemerovo in 2023, developing a roadmap to increase domestic consumption of domestic fishery products by 2030, stimulating the deep processing of aquatic biological resources, developing port and logistics infrastructure, including expanding the use of the Northern Sea Route, and implementing projects to build social infrastructure facilities in rural coastal areas of the Russian regions within the quotas allocated for investment purposes in the fishing industry, for the needs of industrial and coastal fisheries.
The Government, in conjunction with regional executive bodies and with the participation of the Presidential Executive Office, Russian Olympic Committee, Russian Paralympic Committee, Russian Deaflympic Committee and other stakeholders, has been instructed to ensure the possibility of rewarding Russian athletes, coaches, educator-coaches, and other sports specialists in the field of physical fitness and sports based on the performance of Russian athletes during official international sports competitions held amid the external sanction pressures.
The federal Government and the Government of the Kamchatka Territory and Rosatom State Corporation were instructed to consider the implementation of additional state support measures to increase the volume of fish products transported along the Northern Sea Route.
A number of instructions were issued to the Government jointly with the Government of the Kemerovo Region – Kuzbass
Instructions to the federal Government and the Government of the Kemerovo Region – Kuzbass and Russian Railways concern shipping coal products from the Kemerovo Region – Kuzbass for export, including in the eastern direction, for 2024–2025.
The federal Government in conjunction with the Government of the Kemerovo Region – Kuzbass, the Russian Academy of Sciences and Russian Railways was instructed to consider the construction of a North Siberian railroad.
The Government in conjunction with the State Council Commission on Energy was instructed to accelerate the formation of plans for the development of the infrastructure of the Baikal-Amur and Trans-Siberian railways for the period to 2030 and beyond, considering the development of the West Siberian Railway as part of the implementation of the third stage of the Eastern Operating Domain.
Instructions to the Government in conjunction with the Government of the Komi Republic are related to a programme for the socioeconomic development of the Komi Republic and the sources of funding and contain a list of specific measures concerning, in particular, the development of air service and the quality of water supply.
The Ministry of Transport, in conjunction with Russian Railways, was instructed to consider the possibility of applying discounts to the cost of rail freight transport for new production facilities created in the territories of single-industry towns located in the Arctic zone.
Gazprom was instructed to consider, jointly with the federal Government and the Government of the Kemerovo Region – Kuzbass, the possibility of completing measures to distribute gas to prospective consumers in a number of territories of the region by 2025.
The top officials of the Russian regions were instructed to ensure the approval and implementation of regional climate change adaptation plans that include short- and long-term measures to protect infrastructure, economic sectors and the people from wildfires, extreme precipitation, floods and other climate-related risks.
