Instructions following the 45th meeting of the Russian Pobeda (Victory) Organising Committee on November 15, 2022

Vladimir Putin approved a list of instructions following the 45th meeting of the Russian Pobeda (Victory) Organising Committee held on November 15, 2022.

The Government of the Russian Federation was instructed to establish an organising committee, draft and endorse a plan for major events in the preparation for and hosting of celebrations of the 80th anniversary of the complete lifting of the Nazi siege of Leningrad.

The Government of the Russian Federation, jointly with the Council of Ministers of the Republic of Crimea, was instructed to work through the issue of funding the development of design specifications and estimates and the construction of a museum exhibition complex of the Krasny (Red) concentration camp memorial.

The Government of the Russian Federation was instructed to determine, in cooperation with the Bryansk Region Government, sources of funding for the development of design specifications and estimates and the construction of a museum memorial complex Dulag-142 in Bryansk.

The Prosecutor-General’s Office, in cooperation with the Investigative Committee and government bodies of the Republic of Adygea, the Kabardino-Balkarian Republic, the Republic of Kalmykia, the Karachayevo-Circassian Republic, the Republic of Karelia, the Volgograd, Voronezh, Kaliningrad, Kaluga, Kursk, Lipetsk, Moscow, Smolensk, Tver and Tula regions and with the participation of the Supreme Court of the Russian Federation, was instructed to continue working on the legal assessment of actions by the Nazis and their accomplices during the Great Patriotic War and the holding of relevant trials.

The Ministry of Science and Higher Education and the Ministry of Education were instructed to oversee the inclusion of materials on the genocide of the Soviet people by the Nazis and their accomplices in the academic curriculum and corresponding textbooks. They were also instructed to ensure that students studying education and teaching complete a course covering Nazi crimes in the 20th and 21st centuries.

The Ministry of Education was instructed to work with regional executive government bodies to expand routes of school educational tourism to include memorial complexes and sites devoted to the memory of peaceful residents killed by the Nazis and their accomplices during the Great Patriotic War.
