Instructions following a check on the implementation of laws and the President’s decisions on the development of vine-growing and winemaking

Vladimir Putin approved a list of instructions following a check on the implementation of laws and the President’s decisions on the development of vine-growing and winemaking.

The Government of the Russian Federation has been instructed to approve and adopt measures for the implementation of a long-term development programme in this area to provide the population with home-produced high-quality products of vine-growing and winemaking. Specifically, the instructions concern target indicators for increasing the output of competitive vine-growing and winemaking products; the introduction of a system of quality traceability covering relevant raw materials and goods; and production of specialised machines and equipment.

The Government, jointly with the Bank of Russia, has been instructed to ensure the availability of insurance against risks of grape harvest losses or spoilage of end products of winemaking.

In addition, the Government has been given instructions aimed at improving personnel training, research and innovation activity in vine-growing and winemaking.

The instructions issued to the Government of the Russian Federation jointly with executive authorities of the Republic of Daghestan, the Republic of Crimea, the Krasnodar Territory, the Stavropol Territory, the Rostov Region, and the federal city of Sevastopol concern, specifically, the creation of equal competitive conditions for all vine-growing and winemaking businesses; measures to develop vineyards, increase their fertility, provide agricultural protection of vine plantings and organise irrigation systems; stepping up efforts to promote home-produced wine products in the domestic market, including by expanding the scope of wine tourism (enotourism), tour circuits, and related infrastructure.
