The President approved a list of instructions following a meeting with members of the public in Cherepovets held on February 4, 2020.
The Russian Government has been instructed to submit proposals on stimulating the attraction of new taxpayers to technopolises.
The instructions to the Government relate, in particular, to: additional measures of state support for the export of products of small innovative enterprises, created by higher education and scientific organisations; increasing the capacity of Russian supercomputer centres, including regional ones, taking into account the needs of scientific and educational organisations located across Russia; government support measures for domestic manufacturers of hardware and software used for the rehabilitation and abilitation of individuals with intellectual disability; developing the theory and practice of flights to the stratosphere (stratonautics) together with the Roscosmos State Corporation and the Russian Academy of Sciences.
In addition, the instructions to the Government relate to state support for the Antropogenez.ru educational portal in order to create a popular science animated series for children and government support measures aimed at promoting science and scientific knowledge, including relevant film, animation, audio-visual and other production and its distribution among children and the youth (including via federal television channels).
Another instruction to the Government concerns amendments to legislation aimed at providing orphans, children left without parental care and children with limited abilities of health, with additional measures of state support in the field of education.
Separate instructions have been given to the Ministry of Science and Higher Education, the Ministry of Education, the Federal Service for the Supervision of Education and Science (Rosobrnadzor), and the Coordinating Council for Youth Affairs in the Sphere of Science and Education of the Presidential Council for Science and Education.
It was recommended that the Government of the Novgorod Region, with the participation of interested federal executive bodies, submit proposals on the establishment in the region of an innovative scientific and technological centre involved in intelligent electronics.
