Vladimir Putin submitted to the State Duma draft federal law On Basic Principles of Public Oversight in the Russian Federation.
The draft federal law is aimed at creating the legal framework for organising and carrying out public oversight of the work of government authorities, local self-governments, state and municipal organisations and other agencies and organisations holding individual public powers in accordance with federal laws.
The draft law stipulates that the procedures for carrying out public oversight of activities in ensuring national defence and state security, public safety and rule of law, of the work of the police, investigators, prosecutors and courts, as well as work related to the execution of punishment, drug control, caring for orphans and children left without parental care, and providing psychiatric care is regulated by relevant federal laws.
The draft law establishes the legal framework for organising and carrying out public oversight, sets forth its goals and objectives, principles and forms, and stipulates the regulation of the legal status of entities subject to public oversight.
In accordance with the draft law, entities subject to public oversight might include public chambers at the federal, regional and local levels as well as public councils within federal and regional executive authorities and local self-governments. In order to carry out public oversight, public monitoring committees, supervisory councils, public inspections, public oversight groups and other organisational structures may be created.
The draft law stipulates that public oversight shall be carried out in the form of public monitoring, public inspections, public expert evaluations, various forms of cooperation between civil society institutions with state authorities and local authorities, and establishes procedures for their implementation and information support.
The draft law stipulates that public officials shall be held liable in the event that the rights and legal interests of public organisations and other NGOs are violated, and in cases where the lawful activities of organisations subject to public oversight and their participants are obstructed. The draft law also stipulates that entities subject to public oversight and their participants shall be held liable in the event of undue interference into the work of state or local authorities, as well as other agencies and organisations.
